Joshua Plummer – Business Owner, Community Leader, Public Servant
Joshua Plummer is a lifelong Pendleton County resident, entrepreneur, and public servant who has built his career around financial accountability, operational leadership, and service to his community.
Early Career & Automotive Industry Experience
Joshua began his professional career in the automotive industry more than two decades ago. Starting in the business office, he learned the operational and financial backbone of dealership management from the ground up. Through discipline and hands-on experience, he worked his way into the role of Finance & Insurance Director.
As an F&I Director, Joshua was responsible for overseeing every financial component of each vehicle transaction. His duties included structuring financing, coordinating with banks and lenders, managing compliance requirements, ensuring proper funding, handling manufacturer programs, and balancing every dollar involved in a deal — from customer payments to lender contracts.
This role required attention to detail, risk assessment, negotiation, and full financial accountability. Managing the flow of funds between customers, lenders, and manufacturers gave Joshua a deep understanding of credit markets, lending structures, budgeting, and responsible financial stewardship.
In addition to automotive retail, Joshua also gained experience in manufacturing and sales, working with overseas vendors and building professional relationships internationally, including in Hardware City, China. Through those experiences, he developed skills in supply chain coordination, vendor negotiation, product sourcing, and long-term relationship management.
Entrepreneurship & Business Ownership
Joshua later transitioned into business ownership, becoming a partner at Backroads Motorsports. At the dealership, he oversees inventory acquisition, financial structuring, lender relationships, compliance standards, and operational strategy.
Backroads Motorsports focuses on one-owner, extra-clean vehicles with strong maintenance histories. Joshua plays a direct role in evaluating inventory, reviewing vehicle history reports, structuring financing approvals across multiple lenders, and managing in-house financing programs.
His approach to business is grounded in accountability, risk management, and long-term reputation. Rather than chasing volume, Joshua prioritizes quality inventory, transparent financing, and standing behind every vehicle sold.
In addition to his automotive business, Joshua is also involved in NKY Motorsports, further expanding his experience in equipment sales, financing, and customer service within the powersports industry.
Public Service & Political Leadership
Joshua’s professional background in finance and operations naturally translated into public service. He currently serves as Magistrate for District 2 in Pendleton County, Kentucky.
As a member of Fiscal Court, Joshua plays a role in overseeing county budgets, infrastructure investments, emergency services funding, and long-term economic development planning. His experience balancing dealership financials and managing lender relationships gives him a practical understanding of budgeting, responsible spending, and strategic allocation of public funds.
He has been an advocate for transparent government, open communication, and ensuring that taxpayers understand where their money is being allocated. Joshua believes that sound financial management and steady leadership are essential to protecting the long-term stability of Pendleton County.
He emphasizes collaboration with fellow Fiscal Court members, supporting a drama-free and solution-oriented approach to county leadership. His goal is to continue strengthening infrastructure, improving financial positioning, and fostering economic growth that benefits future generations.
Leadership Philosophy
Across business and public service, Joshua operates with a consistent philosophy:
Financial accountability matters.
Long-term reputation is more valuable than short-term gain.
Transparency builds trust.
Leadership requires both decisiveness and humility.
Whether managing a dealership transaction or reviewing a county budget, Joshua approaches each responsibility with the same focus: protect the people you serve and leave the organization stronger than you found it.
Personal Life & Community
Joshua is deeply rooted in Pendleton County. Family, faith, and community involvement are central to his life. He actively supports youth sports, local initiatives, and community development efforts.
His professional experience, entrepreneurial mindset, and public service background combine to create a leadership style built on practical knowledge, disciplined financial management, and a commitment to the people he serves.
